Highway Safety Program Guideline No. 17


In 1972, the U.S. Department of Transportation published  Highway Safety Program Guideline No. 17 that gives uniform guidelines of state highway programs for pupil transportation safety in the United States. The purpose of Guideline No. 17 is a set ofminimum recommendations that include the identification, operation, and maintenance of buses used for carrying students, training of passengers, pedestrians, and bicycle riders, and administration. The purpose is “to minimize, to the greatest extent possible the danger of death or injury to school children while they are traveling to and from school and school-related events.”
